How can I add a category feed in the page body of a static page

I’d like to have static page content and show posts in the page body.
The blog I need help with is: (visible only to logged in users)

I’d like to have static content on the top third of my Home Page and the main blog feed of posts below it. Do I need a different theme than 2013 to achieve this?

You cannot add an RSS Feed to any Page.
Pages and Posts are different.
Only Posts have RSS Feeds. -
Category pages do have feeds builtin.

What you are asking for cannot be done here on a WordPress.com blog no matter what the theme is.

Do note that on some themes like the one I use we can enter a category description that will display at the top of dynamic category pages. We enter that here > Dashboard > Posts > Categories in the description field and here’s an example of the result http://onecoolsitebloggingtips.com/category/better-blogging/

Well, that’s fine, I don’t want an RSS Feed on any Page.
I just want to be able to show static content first, and then the posts from the blog underneath it. I see all kinds of WordPress blogs with this sort of Home Page.
It seems like a much more difficult and complicated thing than I thought. Thanks for your help.

Here is the workaround: We can use category descriptions on themes that do display them like Expound.
Do note that on some themes like the one I use we can enter a category description that will display at the top of dynamic category pages. WordPress entered the blog link, that’s not actually the blog I’m trying to set up.
I’m trying to set up a private one. What I want seems simple but apparently no one’s ever tried to do it before on WordPress, I guess.

The workaround I posted twice above will work, only if you use a theme that does display category descriptions. There is no list of those themes that do display them that I am aware of.

Thanks! I think I see what you’re suggesting.
But I’m probably going to have to use a different CMS/Blogging platform anyway, since WordPress doesn’t allow me to create users, only to “invite” them, which won’t work for our group.
