how can i add an opt-in post box to my page if i cant find the plugins menu?

the instruction for adding in an opt-in post box says to go to Plugins in the menu but i cant seem to find it on my menu

We cannot use plugins on WordPress.com.

That javascript code you’re trying to add on your main page won’t work either; it’ll be stripped out for security reasons.

There is a different workaround if you use Mailchimp.

Oh, yes. I forgot about that and the Mailchimp thing. It’s not as simple, nor as direct as a plugin…
