    How can I add DISQUS to my site? I can’t find Plugins > Add New

    You can’t. You can’t use any plugins on a WP.com blog: they are only for WordPress.ORG blogs. WP.com is basically a turnkey system with a lot of functionality built in, and because it’s got a shared backbone, there are strict limits on the kinds of codes we can add here: we can’t add iframes, raw flash, javascript, external themes, or plugins.
