  You can only edit your site files (by adding your own plugin or theme) on the Business plan or above.
  
  Custom HTML content (but not JS code) can be added on plans lower than the Business as well, using the Custom HTML Block: https://wordpress.com/support/wordpress-editor/blocks/custom-html-block/
  
  Custom CSS content can be added if your site is in the Premium plan or above or if you have purchased the Custom CSS add-on package (https://wordpress.com/checkout/custom-design): https://wordpress.com/support/editing-css/
