Is that only way is to purchase ‘Business Plan’? can’t I add for free?The blog I need help with is: (visible only to logged in users)

If you have a free WordPress.com site then all the available free and Premium themes are found at https://wordpress.com/themes
Other “wordpress” themes you find on the interweb are designed for sites hosted elsewhere that use the WordPress.org software. They can only be used here by upgrading to the Business plan.
