How can I add plugins and themes to a site that is not online?

    I currently have a live site on WordPress, http://www.wjcyrjr.com, I created another one offline, wjcyr.wordpress.com to use for practice. I have a theme I purchased but I am not able to upload it onto my new offline site. Also I am unable to add any plugins to this new site as well.

    The blog I need help with is: (visible only to logged in users)

    We do not provide support for local installs of WordPress.ORG software here at WordPress.COM. We provide support only for blogs being hosted WordPress.COM and not for any WordPress.ORG software installs. You are posting to the wrong support forum.

    WordPress.com and WordPress.org are completely separate and different http://support.wordpress.com/com-vs-org/

    If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.
