  There is no free means of creating an online store hosted by WordPress.COM. You need to upgrade to the Business plan to have an eCommerce site.

  For equipping a site for e-commerce transactions please read the relevant support doc at https://en.support.wordpress.com/ecommerce/

  Blogger installed plugins and third party or custom themes cannot be used on WordPress.COM hosted sites unless you have a Business Plan.
