How can i allow users of my blog to write posts?

I know the “user” system of my blog, but my test somehow “failed”.
UC, i purposely made a test accounts, ****test1 and ****test2. I made blogs with both IDs. After i made user ****test2 as an administrator, i still couldn’t write posts with ****test2 account. If i click “new post”, the dashboard of ****test2 pops up.
O, BTW, can i give permission to users to write posts only at certain categories?

You click New Post where? In the blue bar at the top of a blog? That’s linked to the user’s own blog. To post somewhere else, you must go to that blog’s dashboard.
If that’s not the issue, leave a more detailed report.
