How can I cancel my order if the cancellation button isn't working?

When I cancelled the free domain upgrade it brought me to a confirmation/ explanation page. When I try to cancel my $99 order it won’t allow me. What can I do?

Did you try contacting Support directly at http://en.support.wordpress.com/contact/ Being as you have a paid upgrade, you should be able to contact them there.
Also http://en.support.wordpress.com/bundles/#canceling-a-bundle may give you more information.

Your bundle included a domain registration.
If you’d like, I can cancel and refund the bundle minus the domain for $73.
As for the domain, if we cancel the domain, it can take up to several weeks, and we can’t guarantee that your domain will be available to you again once canceled.
If you want to keep using your domain but you don’t want to use WordPress.com anymore, you don’t have to cancel it.
Instead, you can move the domain another site, using the Domain Administration tool under Store > Domains, at the bottom of the page.
Of course, I can cancel and refund both the bundle and domain for the total $99 if you don’t mind losing remarkablemom.com.

Please cancel the bundle minus the domain, but I believe it would be for $81 because I removed the privacy charge.

Privacy is actually part of the bundle and can’t be removed separately, even if it did, it could still be added back free of charge, so I can only refund $73 which covers the domain plus private registration.
I have canceled and refunded your bundle minus the domain as requested.
