How can I change a blog to a bilingual blog in wordpress?

I have recently created a blog in English, but now I would like to turn it into a bilingual blog with the possibility of both automatic and human translation (English and Portuguese). I’ve already tried polylang but I don’t know how to upload the files. Can you help me?

Automatic translation is not available to WordPress.com blogs. We bloggers do not have FTP access to blogs hosted by WordPress.COM and we bloggers cannot install any plugins, we cannot use Microsoft or Google translation widgets or any others, as they are JavaScript and it’s stripped out to preserve security on this multiuser blogging platform. http://en.support.wordpress.com/code/
