I would like to clarify, what I mean by change my page address is change the address of a page that is on my site. Can I do this with the free plan?

Do you mean you want to change some text you have written? In that case log in to your site and edit the appropriate page. If it is indeed an emergency perhaps you’d need to reveal the address of your site and the “page” in question just in case it is actually something like a widget you need to edit.

Hi there,
I think it will help to clarify that “permalink” is what we call the thing you are trying to change.
For example if you have this page URL on your site: https://jazzypuzzles.wordpress.com/blog/ and you want to change it to https://jazzypuzzles.wordpress.com/news instead, you are changing that page’s “permalink”
If you check the link that @themagicrobot shared above, it shows you how to change the permalink of any page (it’s page address) if you wish. Specifically if you follow the steps in the section on how to change your “page slug” here: https://wordpress.com/support/permalinks-and-slugs/#how-slugs-work
