How can I change my existed domain to new domain name?

Hi, I have a blog thepwj.org.. but I am thinking to creat new name ( domain) .
For example, I wanna creat http://worldpeace.org/ , how can I creat it ?SHould I add new blog into same as username then transfer to the new blog??
The blog I need help with is: (visible only to logged in users)
