How can I change my site DESCRIPTION, not my blog title?

How can I change my site description? I saw the page that explained how, but I must say it didn’t help much. Where is the word press installation that says site title, site description? If you can just point me in the right direction, or let me know what menu to look under in the dashboard, that would be very helpful. Thanks. It would also be helpful if you can add this information on the help page.

There is no special spot for a blog description. In fact most of us place them on our About pages.
