Hi there, depending on what theme you’re using, you’d be making changes to the background color either in Appearance > Customize > Colors & Backgrounds for a classic theme, or Appearance > Editor (beta) for a Site Editor-compatible theme.

Generally no; although with the recommended themes that use the Site Editor, some blocks do have the option to set their typography to all uppercase. There’s some information about using Styles within the Site Editor here:

They won’t appear when you’re editing a page – that’s how the WordPress editor works by default. When you’re using one of the Site Editor-compatible themes, you can edit the general layout/color scheme of the site in the Site Editor, and at that point the site title, tagline and logo can be visible and modified.
