How can I claim an existing wordpress address that is not being used?

There is an existing wordpress.com blog that clearly looks like a test or demo from years ago. There is no apparent contact info for the user that set the blog up. What steps do I need to go through to claim this blog address?

The blog I need help with is: (visible only to logged in users)

There is no expiration date on blogs unused or otherwise. If you can make contact on your own with the owner of an unused blog then there is a means of a consenting blog owner to transfer the blog to another username account. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account

In the case that there is no contact information Staff will not breach the privacy policy and provide you with an email address.

if you are not successful, you can register another blog with a similar name. http://en.support.wordpress.com/register-a-blog/

Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.

So how do I make contact with someone that logged onto WordPress 3 years ago, created a login, added one page with “This is a test” and then never logged on again.

I know I’m being facetious, but you would think common sense would prevail and WordPress would have some policy about clearly abandoned addresses.

Without a policy like this, sooner or later everyone will have used up all the reasonable names, then (for lack of a better term) die and there is no way to reclaim these addresses for the greater use.

I know I’m ranting, but it seems like a waste.

Have you done a Google search on that username and blog name?
People do tend to use the same usernames on multiple sites when possible. They also tend to use the same blog names whenever possible. You may find the party who registered the account and blog here ate wordpress.com has the same URL on a blog at for example blogspot.com
    lalalalala.wordpress.com
    lalalalala.blogspot.com
