The site I need help with is [visible only to staff] (email visible only to moderators and staff).

In order for a person to view a private site, you must invite them as a viewer:

You can add the email of the person you want to invite and click the radio button next to viewer:

If they don’t have any contact info publicly visible on their site or profile, we cannot provide their contact info, as that would be a violation of our privacy policy.

Thanks for the suggestion, but it’s unlikely that we’d add something like that.
If the username of the person who made the request doesn’t look like someone you know, I’d recommend you just ignore the request. 99% of the time with random access requests like this, the person requesting access is a spammer/bot just trying random site URLs in case there’s something there. URLs for private sites are not indexed in Google and don’t appear in the Reader, so unless you’ve been sharing the URL to your private site with other people, this most likely isn’t a legitimate request.
Contacting them would only reveal your email address to them, which is not something you want if they’re a spammer or otherwise have malicious intent.
