How can I create a "comments button" on my blog (under the title of each post)?

I upload a lot of photos with each blogpost (example: http://theluxurytravelexpert.com/2015/05/20/aman-at-summer-palace-beijing/). As a consequence, you have to scroll down all the way to find the comments.
I was wondering whether it is possible to place a “comments” button right under the title of a post, so that if you click that, you are immediately directed to the comments. This is an example of a wordpress blog that has this feature: http://onemileatatime.boardingarea.com/2015/06/09/emirates-ceo-calls-open-skies-battle-a-fight-to-the-death/
How can create such a “comment” button & what are the CSS codes? Your help is much appreciated!
