How can I customize my blog theme; using html?

  I selected the theme for my blog, but I wanna add a few things that WordPress doesn’t seem to have. For example, I wanna have a custom background picture for my heading, but i cant seem to find it. Then I googled “how to customize blog theme in WordPress” and many answers seems to lead to editing the html, CSS, etc. Im trying to find the page where it allows me to edit the html and stuffs (for the theme) Any answers?

  With the Premium or Business plan, you would be able to add custom CSS to do things like modify colours of different elements, add backgrounds, etc.

  It’s not possible to edit the HTML code on WordPress.com – that’s something you’d need a self-hosted WordPress site to be able to do.
