How can I delete one blog, and change the URL of the second blog to first URL?

How can I delete “sahilchaturvedi.wordpress.com”, and change “androiddesignrants.wordpress.com” to “sahilchaturvedi.wordpress.com”?

YOu can’t use a deleted URL. Deleted URLS are gone forever.
You also can’t change a URL to another URL that already exists.
I suggest you export the content on the blog you don’t want and import it to the blog you DO want. Do this via Export and Import on the dashboard Tools page of each blog.

So the thing is, both blogs have the exact same content. androiddesignrants, however, is the older blog, and has all the followers (and higher search ranking).
What does it mean if the URL is deleted? Can’t it be recycled?

If you delete a URL it is gone permanently and irreversibly. Let there be no question about that. It cannot be recycled.
Why not just set the blog you don’t want to Private. That way you have a blog you can use to test themes and codes and formatting. Very useful.

Alright, I understand.
So that means, if I set the old site (androiddesignrants) to Private, and I make the new site (sahilchaturvedi) my active site, I will (in theory) lose my followers and search engine ranking as well?

You will lose the SE ranking and followers from the Private blog. Instead of making it Private you could purchase a Redirect upgrade and direct everyone from that blog to the other one.
