  how can i delete “posted on ” and “posted by” positions in visual theme ?

  I found on internet that i can edit php files. Is there any way to get access to this files on wordpress.com ? Maybe there is any other way to edit that ?

  We don’t have access to the PHP files on WordPress.com, the information you received was about a self-hosted WordPress.org installation (read a good explanation of the differences). If you want to hide those sections you can do so with CSS, but only if you have the custom design upgrade (or a plan that includes it), here’s the CSS you would use, you should be able to test it out for free:
