How can i edit code for my site, ideally locally by downloading then uploading the website; or using FTP program as WinSCP?
I don’t want to pay for hosting it for now. Therefore having it in your server is ideal at this moment.

For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.

No there isn’t. There is no FTP access and no blogger installed plugin capability here. See Moving to Self-Hosted WordPress https://move.wordpress.com/
