Hello @nadiyanajib and @odawni, I hope it’s okay for me to jump in.
@nadiyanajib, may I know which website you’re currently working on?
You can Add Custom CSS in order to customize your site. You can use the link provided by @odawni to get more information: https://en.support.wordpress.com/custom-design/editing-css/
Please note that you need to have a Premium or Business WordPress.com plan in order to do this.
Let me know if you need further assistance.

@nadiyanajib: What’s the core issue you’re trying to resolve here?
If you’re trying to prevent cropping of your header image, then CSS won’t resolve that issue.
Baskerville is designed to have a large custom header, which is used as a background image and always take up 100% of the available screen width. As such, edges of the image may indeed get cropped so that it looks good across all devices. Custom headers that work best are more flexible, decorative or abstract, so they can handle this sort of cropping.
You could try uploading the image as a logo via the Site Identity panel of the WordPress.com Customizer. The site logo feature is meant for images like yours, that include important text or can’t tolerate cropping.
Let me know if that information helps out or if there’s another issue that you’re attempting to resolve using CSS.
