How can I edit the visual appearance and plugins for this blog?

On other blogs I can edit the visual template and install plugins. On this particular blog I do not have those menus. Why is that?

It sounds like you may be referring to some self-hosted, WordPress.org sites.
WordPress.com and WordPress.org are two different entities. Users with self-hosted installations of WordPress.org are able to freely edit their themes and install plugins on their site.
WordPress.com users can choose from a wide variety of themes that can be edited with our Custom Design upgrade. Additionally, as an alternative to plugins, we have Widgets available to WordPress.com users in their Dashboard > Appearance > Widgets.
