How can I enable authors on my blog to create new tags on their posts?

    For some reason, the author role on my blog is not able to create new tags when they are writing their blog posts; they can only pick from existing tags. I have used this same theme on WordPress before (Twenty Eleven) and have never had this problem. I have looked through all the settings I can think of, but can’t find anything. Anyone know how to fix this? Your help is appreciated!

    Tags don’t stick when posting with new editor. Tell them to use the classic editor Dashboard > Posts > Add New and not the Beep Beep Boop editor.
