How can I enable xml-Rpc so I can use the bits app?

  Hi, I’m having trouble connecting an app recommended on the wordpress offline editing page https://en.support.wordpress.com/xml-rpc/,

  called bits
  http://bitsapp.info/help/#wordpress

  is there someplace in the settings where I can enable this app?
