How can I ensure I don't lose edit tool tab at top of page when scrolling down?

  Scrolling down the page loses tools tab at top, when in all input modes.

  The blog I need help with is: (visible only to logged in users)

  The tools tab that you mentioned, is it the black bar at the top as seen here? :

  Well the desktop edit functions tab I mention gets absorbed into that black banner you sent, once I scroll down for a bit.

  Perhaps this is automatic once the post reaches a certain length?
