Sorry timethief, that is not true.
The WordPress.org uses the XML file to link to the files on the WordPress.com site.

There is no way of importing the images independent of the posts and pages they are attached to that I’m aware of. During the import process (if you are importing into either another .COM site, or a .ORG site), you are given the opportunity to have your attachments imported at the same time. When you upload the import file you are prompted – do you want to include “attachments”.

When you upload the import file, you are prompted:
“Download and import file attachments”
When this box is ticked, a “Failed to import Media” error is thrown up for every single item in the media library.

Your export is definitely good and works on my self-hosted system. Since this is a problem with the export on your WordPress.org blog, I recommend asking the folks at http://wordpress.org/support/
To clear up any confusion, WordPress.com and WordPress.org are two different entities.
