How can I fix the layout of my webpage?

Hello, I have 3 problems: 1. The old problem of the too narrow layout of my site, about two-third of the widest of the page. It looks awful and I cannot fix it.
2. I tried today to add a link in my “Shorts” page to a short story, but couldn’t find the option to open it from my computer, the way I did to the other 4 links, only from a URL.
3. Is there an option that when a visitor to my site move the cursor over a page title, the content of the page will appear in a drop down fashion, so one can decide if he/she wants to open the page or just click on one of the items.Thanks much, Hillel

You can upload the document to your WordPress.com blog using the Add Media icon. To upload a document and add its download link to a blog post or page see the information at these links:
