How can I 'fix' the menu under the title?

The Menu of my blog appear as drop-down menu, while I prefer to have the categories of the menu fixed under the title of the blog

If it is possible to do what you ask to do via CSS editing then you can find that out by using link https://en.forums.wordpress.com/forum/css-customization#postform so you can create a thread that will appear in the CSS Forum.

However, doing that will result in so many top level menu items that it may put your visitors right off.
