How can I free up a blog name for it to be used by others?

Apparently, I can only delete it permanently and not free the domain name to be used by others. )=
The blog I need help with is: (visible only to logged in users)

What I do is set the posts to Private and leave one static visible public page saying “This blog address is available so ask at EMAIL ADDRESS at WHATEVER dot COM”.

Or use a contact form to announce the name is available—so your email address is not made public:

Is there no easier way than contact form to make the address and domain name not mine (besides total termination, which makes it unusable for future, new users)?

No. WordPress.com does not recycle blog names. So if you delete the blog, then no one else can use it again. It’s a good name, useful. But if you don’t need it now, then you could set it to private. In future you yourself might want it again.
Addresses (URLs) for blogs that have been deleted by the owner will remain deleted. We cannot, under any circumstances, allow someone to take over the address of a blog that was previously owned and deleted by its original/previous owner.
