how can I get my comments back in order?

  I recently tried to alter the title to one of my categories and as a consequence the subcategories are now listed at the bottom of the menu on the blog itself but have disappeared from the category page – so it is impossible for me to edit them.

  The category in question is now called “regulatory & governmental”

  You’ll need to re-assign the part category for the orphaned sub-categories via your Dashboard.
