How can I get theme feature filtering to work?

    According to the documentation, if I want to filter the possible themes, I should select a theme and then click on the tags that I want to filter by. However, on every theme I open in any browser I use (Explorer or Firefox), all of the tags are greyed out. I would like to be able to browse themes that will work for a new blog I am creating. I have tried this in all my current blogs, and all have the same problem. Can you tell me what the issue is?
