How can I host multiple blogs on my account (all uploaded and maintained by different users) ???

Hi Everyone,
I’m looking to set up a WordPress Blog on our website and I am currently trying to research the most effective (and also cost effective) way of achieving our means and I was hoping you could give me some advice.
Just to give you some context. I am working with an adventure tour operator, and we would like to have a blogging platform as part of our website so that we can provide our customers with an appropriate to write and upload their own blogs, also read other customer’s blogs and also read the main/primary company blog.
Please find my objectives/requirements for the blog below…
– We would like the blog to be able to host multiple blogs.
From my research of WordPress, I think I understand that it is possible to have more than one blog/thread happening in one WordPress site (blogging platform). Would it be possible for each of our customer to have their own individual blog/thread which they can update whenever they log on? Would it also be possible for the site to have its own ‘headline’/Primary blog (the one that automatically appears on the page when it is being viewed by somebody who is not signed in)
– We would like individual logins for our customers
We would l also like each of our customers to be able to register with our account and have their own blog, is there any way we can restrict what categories a blogger/customer can post to? Is it also possible to restrict who we allow to register with our account (i.e. Can we only allow people to register if they contain certain letter or numbers in their user names?).
From the research I have so far conducted, I think what have asked should be possible, but I’m not the most technical minded person and I sometimes get lost in the jargon :s. Can you please advise me as to which plugins or additional devices you think would be appropriate for our use.

According to your requirements above, I think that you should consider a self-hosted WordPress.org installation.
To clear up any confusion, WordPress.com and WordPress.org are two different entities.
WordPress.org has complete support and documentation sites for self-hosted/installed versions of WordPress via their Codex and Support Forums.
Your project is very interesting, and for a good realization, you might also want to try CodePoet to search for a WordPress expert to help you.
