How can I install a backup in my website hosted in wordpress.com?

the backup is a database backup made by a plugin and it cames in my email boxes via email from: WordPress <(email visible only to moderators and staff)>
This is the message in the email:

Can you clarify a bit more about what you’re trying to do? Currently, it looks like infosoldionline.it is a self-hosted site, not affiliated with WordPress.com. Are you trying to import a backup from that self-hosted site into a WordPress.com site?

Hi Jeremy, thanks for your reply. I’m not trying to import a backup into wordpress.com.
I’ve others blog wordpress hosted and they works but I can’t access in the WP dashboard for infosoldionline.it that is hosted in 1&1 server.
Customer care of 1&1 said to me that the problem is not from them so I would like to restore my blog installing a backup.
can you give me some advice to do that? -

Thanks for clarifying! Unfortunately, since infosoldionline.it is self-hosted, WordPress.com staff members do not have access to your site files so we can’t provide direct support for this issue. I’m not entirely sure why you cannot access your site. I would contact your hosting company one more time and ask what could be causing this issue!
