How can I install a plug in?

  I can not see the plug in tab anywhere on my dashboard? Also I tried to go to wp-admin/plugins.php but that didn’t work either? How can I fix this?

  WordPress.com does not offer the option to install custom plugins. Please see http://en.support.wordpress.com/plugins/

  What is your end goal? What are you trying to setup?

  WordPress.com doesn’t have a paid membership option if that’s what you’re looking for, and so you would need to switch to WordPress.org if that’s what you’re after. See this help page for information about switching:

  If you just want to add and manage other WordPress.com users, you can do that through the Users page inside your WordPress.com blog.
