how can i install plug-ins?

i’m still new to wordpress (just moved my blog over from blogger) and i’m trying to figure out how to install plug-ins. i’ve downloaded a plug-in but i don’t know how to activate it through my wordpress (trying to install an e-shop on a separate page). any help would be appreciated. thanks.

Sorry, plugins are not allowed at wordpress.COM for security reasons. Plugins are for self-hosted blogs using the software from wordpress.ORG.

For that you would really need to self-host a wordpress installation at someplace like godaddy, bluehost, etc., using the software from wordpress.ORG. See the second link above on the differences between .COM and .ORG sites.

There is no FTP access to free hosted WordPress.COM blogs and we cannot install individual plugins or any themes into them The themes found on the internet are for wordpress.ORG installs which run on different software.

On free hosted wordpress.COM blogs we can only use the themes which have been coded to run on this multi-user software and made available to us here. > Appearance > Themes and no others. We cannot edit either themes or templates on free hosted wordpress.COM blogs. > http://en.support.wordpress.com/themes/editing-themes/
If you wish to have complete control over a blog, the ability to upload themes and plugins, and to edit themes and templates then your option is to hire a web host and get a free software install from WordPress.ORG and self host it.
What is it that you wanted the plugin for please? We have many widgets that can be used on free hosted WordPress.com blogs and there are also workarounds we can share for some things.

I am new in wordpress want to use different language could you tell me how can I set up the other language next to English please?
If I can’t install plugin in wordpress.com is there another way to use second langauge at the same blog ?regards

You can only set one language per blog here > Settings > General
If you wish you can publish posts in two languages and then assign a Category to the posts reflecting which language they are posted in. We cannot use the Google translations widget on free hosted WordPress.com blogs. There are two workarounds here. -
The other language not available there (kurdi/sorani) I think need to create a static page for example if I have a page call contact in english how shall i can make the same page in kurdish but how shall I link them togethere or in other word have two button one in kurdish and other in English when user click on change the langaue?
any tips please I have expierence with the code. -
We do not have an option or a widget or any built-in ability to have visitors click and have a blog display in another language on WordPress.com blogs. We cannot edit templates or themes and we cannot install plugins. As the other language (kurdi/sorani) is not available then you cannot create two blogs – one in English and one in kurdi/sorani and link them. I’m sorry but I do not see how creating static pages could be helpful and don’t have any other suggestions so make. :(
