There is no FTP access to wordpress.COM blogs. The only Themes we can use on wordpress.COM blogs are found here -> Appearance -> Themes
If you are experienced at CSS editing, will pay for an upgrade that must be renewed annually, and do the CSS editing yourself, as their is no Staff support you can CSS edit a stylesheet. But you cannot edit the php or html in the underlying template as this is a multiuser blogging platform. That means that all of us are sharing the same underlying templates for the themes and if we could access and edit then each and every one of the same themes would be likewise affected.
