By default, the main posts page will show all posts from all categories in reverse chronological order (newest at top). You cannot exclude certain categories from the main post page here at wordpress.COM.

No, plugins are not allowed at wordpress.COM for security reasons. Plugins are for self-hosted wordpress sites using the software from wordpress.ORG.

You might look at the Nuntius theme which has the ability to feature some posts by category on the “news” main page template. I’ve not yet played with it to see exactly how it works.
It is however the ONLY theme here with anything close to this functionality.
