How can I make my own theme? (im really needing help)

  I have the CSS code for the theme, but I dont know how to make it or change one wordpress theme. please help meee!!

  We cannot upload themes here at wordpress.COM. We are limited to the themes listed under appearance > themes. Each theme here has to go through rigorous testing and modification before it is made available so that it meets security guidelines and works with the highly modified version of the wordpress software used here.

  And, don’t even think of using the CSS from the theme you downloaded off of the internet. CSS is theme dependent and it would totally muck up your blog.
