how can I make one wp site behave like another wordpress site I'm maintaining?

Can I switch my account to wordpress.org? I am looking to add a plug in to my site, and I can’t. I am maintaining two wordpress sites http://www.fruitionflowerdesigns.com and http://www.dollfaceboston.com; could the difference between .com and .org mean that I am also unable to show a tagline (or header, or whatever the top bar is above the address bar? (on the on fruition as there is on doll face? HELP?!

You can certainly move your site to a self-hosted WordPress.org following the instructions here:

With a WordPress.org site, you will be able to install custom plugins. Can you explain a bit more by what you’re referring to when you say the top bar above the address bar? Are you referring to this area shown here?
