how can I make the "follower" function work?

I got the e-mail re: Daniel Bachhuber’s “easier invitations mean more followers…” and tried to add my husband as a follower. Only “follower” is not a choice for adding new users! only contributor, editor, admin — like before. What’s up with that? how can I fix this?

No problem! I do encourage you to take a look at Jetpack, since it offers some of the features available on WordPress.com, such as site stats, subscriptions, and sharing buttons. :)
