How can I move a web project to 'wordpress.com'?

Hi, I am a web developer but new to WordPress. My senior told me to relocate a web project made with WordPress on Azure cloud to ‘wordpress.com’ here. Is it possible to do that? I heard that developers are not allowed to connect to linux console in ‘wordpress.com’ unlike other clouds such as Azure, Amazon.

Hi there,
We do not offer FTP access on WordPress.com, so you cannot move an entire existing site to us. But you can migrate your site content using the built in export-import functionality of the WordPress software.

I have imported an exported xml from my current site successfully but found that the two html views are totally different, which means ‘wordpress.com’ does not reflect all contents of the exported xml.

The XML file only contains the contents of your posts and pages. It does not contain any of the HTML, CSS or JavaScript that make up your site’s theme. That cannot be imported to WordPress.com from another service, and instead you’ll need to select a theme available here on WordPress.com to control the appearance of the site on this end.
