Hi there,
Provided you are logged in under the same username account that purchased the upgrade, you can request a refund from your dashboard. In this case you may want to retain the domain and get a partial refund only. That’s why I tagged this thread for Staff.WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.

If applicable also see http://en.support.wordpress.com/bundles/#canceling-a-bundleNote: It takes from 1 – 2 weeks for the refund to be received.
Note that you have no content to move that I can see http://en.support.wordpress.com/export/
As you’ve registered your domain through WordPress.com and now want it to point to a blog or website hosted elsewhere then you can do this by updating the nameservers.

Thanks Timethief for this invaluable info. Seems one has to wait for 60 days before one can be allowed to switch. Even then, it would be double payments since i just paid $99 for the hosting and domain name at wordpress.com unless ofcourse they will be willing to balance out the amount when I switch to Bluehost.
