How can I register a wordpress site that is now unavailable?

The name for the site I want to register is unused , how can I contact the previous owner or take over the site? Thank you!

There is no expiration date on blogs unused, reserved or otherwise. Just because a username / url / account / blog appears to be unused because there is no blog, or the blog is “empty” does not mean that it is not being used. There are legitimate reasons to own the name beyond having a blog here on wp.com.
A person may have an account in order to access a private blog set up by a friend or relative or co-worker (and so on). Or a person may be using his / her account for Jetpack for a WordPress.com self-hosted site. Or a person may have tried wp.com and decided not to proceed making an actual site.
But as timetheif noted, WordPress.com will not take the name away from the person who signed up for it. And as timethief noted, you have alternatives for a similar name / account / blog.
