How can I remove a certain text when commenting?

The question isn’t really as descriptive, but I’ll try to explain my question here. I didn’t see this anywhere else, unless of course I overlooked it.
So when commenting on my blog, I see a block of text that says, “XHTML: You can use these tags: <abbr title=””> <acronym title=””> <b><cite>
<del datetime=""> <i> <q cite=""> <strike> " and I also see when the entry was posted. So I was wondering if there was a way to remove them, because I hate seeing those block of texts. An example would be here, I made this blog for testing and what not lol... http://viewmovies.wordpress.com/2009/12/19/avatar-2009/ . You'll see the block of texts I was talking about as you go down. Is there a way to remove them? If there is, please tell me. Thank You. Sorry if this question was answered, although I didn't see it anywhere else.

Nope.
You can’t remove it unless you have a really solid knowledge of CSS and the paid CSS upgrade. It’s there to tell your commenters what they can and cannot use in your comments box.
