How can I remove the background image that appears when you scroll down on this

  I need help with figuring out how to change the image that appears when you scroll down on this homepage. I have tried videos, the forums, but I still cannot seem to delete it. The only thing I can do is add a larger image behind it but it does not overlay that image. It is the smileyface image in the middle when you scroll down.
