How can i restrict multiple user registration with same device IP?

I am using wordpress to build a membership site for a client. One of the feature is that we do not want a specific user to register account twice with the same device IP.
E.G if user1 uses a particular device such as laptop, smartphone or tablet to signup for an account in the website, how can we restrict it that the user will not be able to register multiples accounts with same device IP?
A simple summarty is that we want each user to own just one account. Even if user may use another device to register another account in the website, no problem, we can’t stop that and we don’t mind.
But we do not want same device ip to register more than one account. Please what plugin or sample code can i use. I will appreciate if i can archive this with wordpress.
