– create a new user, using the developer’s email address. The system will send the developer an email
– send the developer an email with the login username and password.

We already tried sending them my password and login. All it keeps doing is sending him an email with my link and for some reason everytime I log out, it wants to send me a new email to log back in.

It’s not recommended that you share your login with anyone else, since that can weaken your security. Instead I recommend that you invite them to your site as an “administrator” which you can do by entering their email address here:
https://wordpress.com/people/invites/
What this will do is send them an email with a link they can click to accept the invite. If they do not have a WordPress.com login already they will be prompted to create one, then they will be able to access your site so they can perform their work.
