How can I set each blog post as a site page?

I would like to set each of my blog posts as and independent site page (just as “About” is an independent site page).

You have two choices and only two. You can create either a post or a page and this support doc at https://en.support.wordpress.com/post-vs-page/ clarifies the differences between the two.

Perhaps what you want to do is to create a static front page, and then a separate page for all your published posts. You can do that and the first step is to create two pages and then designate them appropriately.
This is a one or the other situation. You have two choices on any blog
(1) All posts on the front page which is also called the home page and is the URL of the site by default.
(2) Or a static front page http://en.support.wordpress.com/pages/front-page/ and all posts on a different page. In that case you can create a Page for the Home page https://en.support.wordpress.com/pages/#create-a-new-page first, then create one for your Posts/Blog. Lastly, you designate a static front page.
