How can I set the wording at the top of the site window?

How can I add a customized top bar on the webpage to read “Fruition Flowers / Gardener. Forager. Designer.”? I have successfully done this with another site that I’ve built; if you would like the example, her website is http://www.dollfaceboston.com and you can see that the web address is replaced with a sort of tagline that say “the internet face of a cosmetics queen”. I am using the same wordpress/go daddy to create both sites, but I cannot figure out how I did the tagline and want to recreate it in the worst way!

You can do that by updating the tagline in Settings->General here:

Why is it that when I view the site, the top of the window (whether it be IE, Safari, etc.) that it only displays the web address. Even the forum page we are posting to now displays my question (brief version); I want THAT!
Is this perhaps a limitation of the template?
